black guy driving with no license. Has paper one in front of car, so police don't see police attempt to pull him over black guy decides to continue driving for minutes and wait until he finds a place he feels safe to pull over police see this as fleeing police pull guns and order to see his hands and order him out of the vehicle black guy does not comply. Says he is scared police continue to ask him to get out and he refuses police pepper spray him and he still doesn't get out. One cop talks shit. still won't get out so police have to physicall remove him
