Here is where the problem comes in on the cops part:
Two contradictory orders were given. KEEP YOUR HANDS OUT OF THE WINDOW and STEP OUT OF THE CAR. You can’t step out of a car with your seatbelt still on. You can’t take off your seatbelt with your hands out of the window.
Here is where the problem comes in on the drivers part:
Quit whining like a bitch about how scared you are and ask for clarification: “Do you want me to move my arms inside so I can take off my seat belt?”
Do you want me to move my arms inside so I can pull the door handle so I can open the car door so I can get out?”

My guess is the vehicle matched an APB and thus the extreme caution. But could just be a cop on roids too.
