I haven't fully dotted all the i's on this one. And it is not an area within my typical wheelhouse. But I know there are others here with experience and advice to chime in.
Every citizen possesses arrest powers. Albeit they are not as expansive as law enforcement. And the exact details and limitations will vary somewhat by state.
Arbitrary or capricious government edicts are unlawful. “An agency decision is arbitrary or capricious if: the agency has relied on factors which Congress has not intended it to consider, entirely failed to consider an important aspect of the problem, offered an explanation for its decision that runs counter to the evidence before the agency, or is so implausible that it could not be ascribed to a difference in view or the product of agency expertise.” El Dorado Chem. Co. v. E.P.A., 763 F.3d 950, 955-56 (8th Cir. 2014).
To be arbitrary or capricious, you only need to be 1 of these 4. Here, covid restrictions are at least 2/4, quite likely 3/4 and some creativity could get 4/4.
First, nobody ever intended this shit to last this long. Nobody ever intended for them to make restrictions based upon theoretical threats that have not yet manifested (e.g. Fauci talking about other variants that have yet to exist). Check #1
Second, they entirely fail to consider the consequences of the lockdowns and masking. Which is a hugely important aspect to consider. The unseen consequences of destroyed businesses kill lives too. The emotional toll on families hurts children and stunts growth. It can lead to suicide. All extremely important, and not even discussed, let alone considered. Check #2
Third, there is no "evidence" that any of these restrictions work. On the contrary, there is evidence that mask wearing actually causes problems. And this is demonstrable. On the flip side, nobody can produce a single study showing the efficacy of masks. But they can produce fake news of unfalsifiable hypotheses claiming to prove .05% "growth rate" reductions (not actual case decreases) in places with mask mandates. Which not only were in the margin of error (e.g. not valid conclusions) but are not possible to conclude. One cannot possibly isolate all the degrees of freedom to study this. It is a "cases went down, so masks work. Cases went up, but not as much as we thought, so masks work." Entirely unfalsifiable. The only thing they conclusively show is that masks show a strong and direct correlation to skyrocketing case numbers. Correlation does not = causation. But you can't say that masks work when they directly correlate with Atlas V rocket trajectory cases. Check #3
I won't get into #4. Someone smarter than me can try to make this case.
We ought to arrest those attempting to enforce unlawful orders. If they use force, they are assaulting us. They are without lawful peace officer powers if they are enforcing unlawful edicts. We the citizens should pay them back.
Yes, there are many nuances and do's/don'ts with this. And it will vary by region. This is why I posted. We got some fuckin brilliant pedes here. Lets get crackin and put our heads together. DO NOT take what I just said at face value and roll with it. This is a start, and I think we could really be onto something here.
It is the understanding of WHY all these things are happening that gives us the solution on how to react. The hype on the whole virus has been intentionally ramped up beyond all proportion in order to make the public fearful and therefore more reliant on the State to protect them. Makes the public more willing to be submissive to government to prepare for complete global government takeover in the near future - The Great Reset. Simply disobey. Don't play anymore. Another example, if half the country does not like the way the Biden Administration is spending our tax dollars; stop paying taxes. Give a dollar if you owe taxes as an attempt to pay, they can't touch you. Can't arrest all of us.
