Why the hell would any state surrounding the Great Lakes be set up to handle mass numbers of South American economic migrants?

It's not like they have thousands of them arriving on foot (because for much of the year, their feet would freeze off long before the got there.) The only reason they would have that problem is if it were delivered to them, IE the DNC stocking swing-states/Red States with "New Americans"/Replacement Voters.
