In the time between the Second and Third Punic Wars, there was a Roman politician and commander known as Cato the Elder who would end every speech he gave with "Carthago delenda est" - Latin for "Carthage must be destroyed". It didn't matter what he was talking about, he could've been talking about tax policy, the placement of public holidays, or a new construction project, he would always call for Carthage's destruction.
