It wasn't just said by anyone it was Luc Montagnier who discovered the HIV virus and won the Nobel prize.

To play devils advocate - any virus that coinfects a celll with HIV or another virus that uses reverse transcriptase can be written to the cellular DNA. I think its unlikely that this is the case, though.

I think its much more likely that since its spike protein is in a very novel place evolutionarily ( I think it was engineered too ) - that the immune system never really homes in on anitbodies that are highly selective. The immune system mounts a war of attrition against the virus population and they coevolve as the virus drifts the immune system also drifts.

This might mean that people with compromised immune systems or chronic Vitamin D deficiency ill have a hard time ever clearing the virus. I think that is likely the case for the so-called "long haul" patients.
