Elon is a reptilian that was cast out from from lizardman society after he suggested that enslaving humanity wasn't a moral idea. They can't touch him because lizardman are not permitted to kill their own so he does his best to throw wrenches into the machinations of his fellow lizardman and their planes to keep the surface dwellers enslaved.
