I don't know what these cops think he did, but the older cop is out of line. But the Army guy is also being dumb by not doing what they say, like turning the car off. He waited forever to turn the car off but should have done it right away to deescalate.
How would you turn off the car, or unbuckle your seat belt, while keeping your hands out the window? These officers were intentionally issuing contradictory orders in rapid succession to create an atmosphere of confusion.
