If the GPS systems are taken offline, worldwide shipping will drop, countries dependent on food imports will begin to starve within a month or so. Any country not able to produce the parts required to keep the power on and water flowing will experience depopulation events leading to general collapse. The result will not be a mad-max like scenario, there simply won't be enough people left. Humanity would be lucky to just keep from extinction.
