The hovering is correct though unless you are known to be qualified/experienced in fully auto weapons. They were doing their job correctly.
Remember the Range Master killed a couple of years ago in Nevada when he let a young girl shoot a full auto weapon and she lost control of it? I have seen very experienced adult shooters lose control of a fully auto weapon when firing it for the first time.
With an MP5 even a grown adult not holding it properly is going to shot the ceiling baffles by the time it fires the 5th or 6th round. You really have to lean into it to control it. Seriously, even with Nato 9mm 124 grain.

Yeah that guy was dumb as hell. The girl was like 8 years old and was handed a full auto UZI... Some people have no common sense...
