Ok. What does that mean? This clinical trial is all 3 phases combined?

Edit: I thought a clinical trial was phase 3.

No, clinical trials are 3 phases:

Phase 1: safety. Does it end up killing everyone or give them cancer etc?

Phase 2: efficacy. Does it actually work as a treatment?

Phase 3: is better than alternative existing treatments? Dose up a large population in a double blind study and see if it works.

Each of these stages typically last years. None of the covid vaccines has been tested for years
