I can elaborate more. Neither are transportation hubs anymore. They tend to be destinations. People in Monaco are wealthy and insulated from the world if they want to be, no need to interact with he world for years if they want. Monaco seems to even have a slight disdain for outsiders.
Must be due to that 2nd wave or new strain I guess.....nothing else could possibly cause those numbers.
