It was never about saving lives as they're happy to let these people die. It was just collectivist bullshit to intimidate and shame people into compliance.
If they sink the cruise ships once they're far enough off shore that swimming home is out of the question and don't forget to chum the water with any spare blood and meat they might have laying around then all of their problems would be gone forever.
If they're stuck on the island and survive, they should just seize control and not let anyone come back.
