They may not care about civilian casualties, but they would care about infrastructure. Vietnam was a foreign nation that they didnt have to worry about cleaning up, and that they could leave. The only way theyre leaving the U.S. is if the yflee or if we send them to their father in Hell.
Millions (or is it billions, or even trillions?) on tearing down highways doesn't sound like caring about infrastructure to me.
The elites have their bubbles they live in. I don't get the impression they care a whole lot about how the rest of the peons live as long as they get to look down on us from some gilded palace. Private islands, skyscraper penthouses, gated communities, you name it, they've got it. They don't care about roads or homes getting blown up, or even stores. They get everything they could ever want or need delivered, and they can sit at the top of their towers looking down at the "show" below. We're nothing but little ants to play with in their minds. Obviously, reality doesn't quite agree, but reality doesn't dictate where they put drone strikes.
That said, I don't actually think they're planning on blowing us up or anything like that. I'm not saying they aren't capable or anything, because they are, but I just don't think that's an efficient strategy for them to take when they've got a whole lot of other options to do damn near anything they want.
I am musing one idea in particular, for example: Many people are concerned the vaccine may destroy/supplant the natural human immune system. I believe it's very possibly the goal of the vaccine; cripple everyone's natural immune system, forcing dependency on the regular boosters. Miss your booster (or get deprived of it!) and your immune system will tank. You'll catch the first thing you get, die, and it will be a weird "huh" but people won't put two and two together for a while, if ever. They can quietly remove dissidents, and prevent people from living off-grid. They can also force you to take anything after that, as failure to comply will mean you die. That's just one possibility, for example. Drone strikes or frankly any conventional weapons are rather crude by comparison, and will disrupt their flow of money and power.
There is hope. There are plenty of available options that don't involve violence, believe it or not. If you have more questions about that, please let me know. I know many have already been talked about on here, so maybe you know that already.

Drones dont work so well in the forest. And they dont work so well when there might be civilian casualities.
