Are these claims of no fraud, made up?

Conservative CATO institute has been tracking voter fraud for 20 years, they found nothing. Trump’s voter fraud commission led by Kris Koback didn’t even issue a report, because the found nothing. Texas spent 22,000 hours investigating 2020, found 2 cases.

I don't believe its been 22,000 hrs since 2020. Thats bout 800 days. Even in man hours, that's a lot.
