Your acceptance of their escalation is how the brownshirts come into existence. They never told him WHY they stopped him and I don't blame him for trying to find a well lite place to stop. I never would have thought of calling 911 to inform them of that. "I pulled you over for no rear license plate" should have been the first command. I'm not black in VA or while driving, so I can't relate. But, these guys would have scared me into submission, and I would have been pissed after getting out of the car. My thought was of them shooting him when reaching for the door handle is very valid. These guys were super hyped. They are not good cops.
When pulling over to a well lit are, you just don't get to keep driving. The process set out, and has been for a very long time), is you stop, and tell them you wish to be somewhere more lit, to which you are then escorted. You don't get to just keep going. If you keep going, that is called ELUDING. Once you start eluding the police, you are pulled over with guns drawn. At that point, detaining you is a priority, then you are informed as to what is going on.
