There's more to the story. The church members met at a different, undisclosed location on Sunday morning for their worship service. The crowd outside the church building was made up of other groups of supporters who sang songs and protested.
A handful of people took down a few sections of the fence but soon after, others in the crowd lined up between them and the fence to stop them. At the same time, ~100 "police-people" (who are evidently now using the church as a base) also filed out to prevent the fence removal.
I'm not sure what their leadership's overall plan is other than to say that I think the church does not want this to be violent on the part of the people, but to peacefully "heap burning coals" on the heads of the state.
The church's goal isn't to smash the state, but to worship Christ and disciple the nations, which they still continued to do despite the police's seizure and occupation of their property.
