I think it's more the road to hell and good intentions. Very rarely are you going to find someone acting in this way that is doing so for intentionally evil purposes (such as Resident Biden / Schumer / Pelosi).
Far more often, and more dangerously, it's going to be for good intentions. Sheep will go a long way into the slaughterhouse if they think it's for their own benefit (as much as sheep can think). I don't fear or worry about those who would have quietly followed the guidance even without being told. It's those out there banging pots and pans who are scary. There's nothing more vicious than a fresh fundamentalist believer.
