Surprisingly, it was one of the last amendments to be incorporated into the states.

Unfortunately the SCOTUS since the 2nd Amendment was written has interpreted the Constitution as nothing more than a document that grants rights.
They don't interpret it as a document meant to protect rights that already exist.
