It's basically just proof of common descent.
Ashkenazi jews are still largely germanic and visibly so, ethiopian jews are clearly mostly bantu. But genetically speaking, they do clearly share common descent from thousands of years ago, even if most of their family three is disconnected.
A germanic jew is clearly closer to other gemanics, but he's closer to other germanic jews than to non germanic jews.
In this case the problem is that genetic tests aren't necessary for one to be proven as a jew under halakha. (jew is an ethnic term with mostly cultural undertones, technically ivanka can claim the right of return)
It's not because it discriminates against people who are not jews by descent, but because it implies them to be jews.
(as said in the article, it's mostly against eastern european jews, and there haven't been waves of conversion there)
Funnily enough, there's a reverse problem for some ethiopian re-converted jews compared to recently converted ortodox jews. (because ethiopian jews who stuck by their religion hate their guts)
