I think there are some distinctions with respect to what sorts of personnel are under what command and such. I think that state governors command the various state guards, with the insurrection act being a caveat there. Setting aside technicalities, one thing is for sure: since Biden has been "president", there have been many reports of military personnel being used for law and order outside of federal locations - something that we saw very little of when Trump was in office.
