Mass looting is historically an act of war and or the result of a failed tribute.
The Marxists demand tribute over the US in the form of capitulation to their demands and when the US fails to deliver, they loot a concession tribute from the citizenship.
This leads to two things:

The government loses face and resources

The citizenry begin to make demands of the government on behalf of the tyrants in an effort to avoid the looting happening again.
One of the main features of government is monopoly on legitimized use of force. The only group that can use threat of violence to get what they want is the government (via court summons, warrants, etc., with violence only when you refuse).
If there's another group that's able to use threat of violence to get what they want, and force the government's police to back down, then you don't have a government anymore.
Well at the very least you don't have a government that can claim legitimacy anymore.
