They gonna have issues with the 200M grandfathered unserialized uppers. Only way this works is with full registration and that’s obviously what they’re going for.

the barrel doesn't meet any part of the legal definition of a firearm. It doesn't house the bolt, hammer, or firing mechanism. They would need a new law, not just a new interpretation.
