I genuinely think he wanted to use the insurrection act, but he needed the cooperation of generals and other members of the military to do that, and they were clearly not on his side. Over the summer when he walked across the street to the Church, the many military members who were with him apologized for it, so he was clearly alone. Also, good job for organizing locally.
Agreed up until the 6th. He had the right to enact the Insurrection Act based on states being falsely certified while contested by their legislatures.
