I don't see this as an issue, seeing that every person who signed it, must be a registored voter within that district, they already have the signatures information at the election tallies. I'd welcome the process, and the people in these districts need to get in front of this and force them to hold elected officials accountible. These people have lost all signs of reality, with power corrupting their mental thought process.
