The warrant doesn’t tell the whole story about the original arrest. But if he was initially arrested for carrying without a permit, then he might never have been in this second situation. However, he did flee from the police twice. His behavior suggests he may still have ended up in an altercation, even with constitutional carry.
Apparently it was an unregistered vehicle. He called him mother for insurance then they ran his ID found the warrant and went in for the arrest.

It's against the law for them to initiate a traffic stop for a dude with a warrant if they only scanned his plate. They needed something to get the stop so they could run the ID (omg racism). There may have been a statue that stated you could get pulled over for shit hanging from the rearview. That was enough to pull him over and check to see if it was in fact him.
