The more gentle you are, the more emboldened the crowd is going to be. This is one of the fundamental principles of crowd control. It doesn't have to be a "race riot" or whatever. Any time there's huge amounts of people gathered together, there's real danger that the crowd will realize, "hey, there's X amount of us, let's just do whatever we want." And that's why there have to be police or national guard to jump on that shit when it starts to bubble up and say to whatever degree it takes to calm the crowd down, "no, you are not all going to do that. You're going to keep on walking, go home, etc." I thought the national guard was there? I can't believe how much our whole country has to suffer because of what PUSSIES the state and city leaders are in Minneapolis and Minnesota.
