There are no states banning trannies from participating in sports. They just have to participate in the sport of their actual gender, not the one the mental illness in their head tells them to be.
It should cut it. I'm not sure about high school, but every professional and collegiate sport has rules about PEDs, including TRT or anabolics. Any woman taking them should be banned no matter what reason they give. If high schools don't have substance bans they should have those added.

Just want to add to this: biological gender doesn’t cut it for F->M trans. They are still women but the testosterone gives an immense advantage.
