A prediction is hyperbole.
His predictions are not incompatible with the population decrease required for various commonly presented scenarios in scientific speculation though and those means really do exist.
I would not assume however that the people steering the planet are sane nor all steer it toward exactly the same trajectory.
To give an example COVID19 should have been a godsend and they should have just ignored it but instead they're trying to save lives as well as stop the virus. Humans bring massive imbalance and viruses are merely nature's way of pushing back.
If the people running the show are being purely pragmatic to the point of wiping out 90% of the population then you need to ask why they're then making a great deal to save 1% to 0.5% of the global population on moral ground when pragmatically within the mission parameters it's the optimum thing to do.
There's no doubt that people exist who believe that the less humans the better.
If they are as powerful as suggested. They would be forcing smaller countries to invade other countries regularly.
Much more efficient.
