Tim Scott tried to reform it last year... and Democrats filibustered it.

Cashless bail (the thing were no one is incarcerated) failed so bad in Illinois they gave it up.

We used to allow citizens to bring criminal cases before grand juries and arrest and detain criminals.

We can do it again.
