Most blacks who have their heads on straight want to get out of the ghetto to begin with. Just take them one by one out of there and deposit them in a white community. Disperse them so they don't collectivize. See to it that they get jobs and offer them an education in the trades at a reduced tuition. But don't give them anything without expecting to be paid back. And don't give this to anyone who won't pay back.
