The fact that the user interface is similar did not help the situation. Tasers should be operated by a thumb press or some other action dissimilar to how a person operates a gun.
She's a 26 year vet and, reportedly, a supervisor who had time to assess the situation before intervening. Not some rookie. She should have no reason to be mentally overloaded.

Some people do not handle stress as well as others. Also the ability to deal with stressful situations varies over time.
