The more time they spend off the streets, the less time they have not only to hurt others and cause hell, but hurt themselves doing things to give them an even longer criminal record. Stop giving them breaks because they're black. It never works. They just think they can get away with murder right up until they, or someone else, gets killed.
There's only two things that will put an end to the rioting and looting.
Arrest people and prosecute them. A lot of the people arrested at riots are repeat offenders. Take them off the streets for a few years. The most violent core group is a couple hundred people.
Start using live ammunition. Change the rules so that police and individuals can use lethal force again riots and looting.
