Let me give you an easy scenario that even you might be able to understand. You're a citizen of the USA. You walk up to the border of Iran, and demand to be let in. The guard laughs. You sue. How far do you think you're going to get?

Well nowhere because Iran is not Insane like the US. Are you going to deny that there aren't thousands of asylum lawsuits pending as we speak? Interesting strategy.

Let me give you another easy scenario. You are an actual citizen of the country. Due to gross negligence a drug that causes blot clots was allowed on the market. You sue the government for allowing that to happen. The court rules that under sovereign immunity the individual is immune but awards you damages due to gross negligence being attributable to the agency.

Or you just pass the tort and go straut to 42 usc 1938 and alledge that your civil rights were violated by applying pressure to get the vax.
