Think about it. Maybe it makes sense in the very very short term. If I am a democrat in the longer term and I no longer care about votes because I control everything and all elections are done by machine that I control. Why do I want a bunch of dependent people that don't generate me any revenue through taxes?

I don't mean people that do needed jobs for cheap. I mean real dependents that don't want to work and want free food and shelter.

They need people to tax to have anything meaningful. If every single person was a jobless dependent then it would not work
