Could be adoption. There are a lot of black kids in the system and many of them are already at the age where they've acquired antisocial habits. I obliquely know one lady who did this, bleeding heart liberal as you'd expect (though many do it just for the money which is not inconsiderable) and she's often posting stories about stolen appliances, kids disappearing for days, drama with the families and in one case, one murdered in what was apparently a drug deal gone bad. I think she's stopped doing it now.

I don't doubt it's similar with white kids with problems for what it's worth but I think the numbers are smaller.
