Some former Muslims I’ve talked to think it may have something to do with inheritance laws in Islam, but that would only explain Islam. Another thought is that it may be due to too much gender segregation, but the gender segregation should just result in more arranged marriages which wouldn’t necessarily need to be second cousins so it seems like something else is biasing this. In India it’s probably the huge number of small castes.
Trying to figure out what’s causing this is difficult and I haven’t seen anything obvious to explain it. But there are efforts in those countries to try to address it somehow.
People are sinful (although this case wasn't actually incest, it was still very sinful) . That's doesn't make sin OK. That the Bible doesn't sugar coat its human characters and details their flaws is evidence for God's Inspiration.
