Wouldn't this be fair? Just make it a thing where employees are informed that in case of robbery/riots/other violence they will not get help. Then can make an informed choice if they want to work there or not. Also, no covid-bailout money or any support whatsoever for companies that publicly state their support for the two terrorist groups.
