Black female police officer in town with black mayor and plenty of other black people in positions of power accidentally kills half black/half white wannabe gangbanger with multiple warrants who resisted arrest and this is racism.

It was a white woman police officer who shot that thug. There was a black man officer there with her though who had plenty of time to cuff the guy but didn't do it.

The other cops failed also, by letting him squirm away while trying to cuff/restrain him (and/or not having him cuffed already, possibly in the patrol car waiting to be released upon clearing his info.)

As I understand traffic stop procedure in the Internet Age: A modern patrol car has a laptop with access to local databases & NCIC etc. The officers do still talk via radio with a dispatcher to inform them of the license plate # of the car they are stopping, and that dispatcher still "runs the plates" and checks for warrants to report back.

The officer can see the drivers' license and photo associated with that plate # on the laptop full-screen, and access criminal records. Before the officer gets out of the car, he should know what this driver will look like, and any warrants or other pertinent info (such as prior assault, especially upon Police or innocents.) With full use of Today's Technology, an officer can approach the situation well-informed as to potential danger from a perp likely to resist arrest/run/lead a car-chase/start shooting without provocation. (Or: if the driver is not who they expected to see, maybe it's a friend or family member... or maybe the car is stolen.)

tl;dr There is no excuse for a DNC-Stronghold-City policeman to approach a traffic stop without first checking the license plate against the associated drivers' license for warrants & priors.
