I don't think so, but might be wrong. Image editing back in the late 1930's and early 1940's was FAR more labor intensive then digital video editing today. Doctoring photos was certainly possible, but it was much easier to simply take pictures of actors or new arrivals than take pictures of starving people and edit the pictures.
