You want to go ahead and speculate on how many of the black people in that city have ever stepped foot in Africa since birth? Or their parents? Or even their grandparents or great grandparents?...........
Regardless of what you want to think about them, if we're using your scale, then I imagine they're just about as American as any of us, unless you happen to be an native american......
Edit - I know they have big communities of actual Africans there, but I'm simply pointing out the fact that we would be remissed if we tried to claim thats all OP was referring to.....

I understand the Somali community is substantial in MN. Ilhan "Omar" Nur Said didn't get elected without that community mobilizing on her behalf.
