You are basically describing a paramedic. They get there nearly as fast as the police already do. The difference being when the event needs a paramedic due to what happened after the police arrived. Everything already exist, therefore it may be more efficient to simply dispatch an ambulance for any 911 call if enough exist, but that is where they fall short. In my town we have enough, but as the population scales up to bigger cities, I would imagine this would fall behind.

I don't think it's feasible to have an ambulance tailing every police car on every call no. The police are the ones calling for the ambulance as soon as it's learned that an ambulance is needed. Even when civilians call for the ambulance, they don't call the hospital. They call the police, and the police handle the dispatch for them. Those same dispatchers can notify a hospital to get someone logged in to the officer's live video feed, and they can decide if something like intubation should be done.

If they're considered competent to know when they can point a gun at a person, IMO, they can learn the EMT basics. "paramedics already exist" isn't a good reason not to train cops.

And put them all in jujitsu while you're at it.
