I don't suggest taping your liscence plate. Just take it off and put on a fake temporary one. (Used to be easier before they started printing out your temp plates and they have a number now. They don't allow you to not have a number displayed that is one thing that might get you pulled over. Like you said the police don't care about shoplifters here.
