I think that is a very likely plan. What if, for the sake of argument, the 120 million number is fairly significantly inflated? What if it is a half that, and primarily composed of people who were unhealthy and unable to critically think? I do not want large groups of people to die, but if that is to happen, I would prefer it to be from that group. The resultant change in the balance of society might cause America to restart
