The fundamental belief of conservatism is that people are individuals. Your opinion would say our behaviors are defined by our race which isn't true. What is culturally prevelent in the black community today is not the same as it was in the 60s and 70s. Behaviors can be unlearned, be proven wrong and people can change. I've seen it with my own eyes even outside of the church.
What your equating to is that we're all ants programmed by our evolution and our biology, and that people are stuck in their beliefs based on their race. That's not true for any individual coming from any race. Behavior is built from upbringing and environment.

The crime rate in the 1960s was as high as it was today; the idea that it wasn't is a lie that conservatives have repeated until it became truth. Before desegregation crime was low because African areas weren't policed. After desegregation, the crime rate sky rocketed because the police were forced to serve black areas.
