The South's agricultural exports constituted the vast majority of the tax base that funded the Federal Government. In exchange for all these taxes, the South received almost nothing in return - very little railroads, no industrial investment, etc. Instead, the great money powers in New York were skillfully paying off the kleptocrats in DC to funnel money into their railroad and shipping businesses.
