they were following the science of the time, as horrific as it was...lobotomies were thought to cure mental illness/severe depression. rosemary was hyper-sexualized. i think her real problem is that she was sexually abused as a child. the kernel of mental illness may have already existed, but i'm betting that abuse was the catalyst that set it off. she kept running off with inappropriate men; i believe there may have been an abortion or two. but, the kennedy's had the wealth and means to "treat"/hide her issues, and a cardinal on call to pray the ugly and the sinful away.
