There are a lot, and I mean a lot of people that have a sort of Stockholm Syndrome that think the system cannot be corrupt because the sociopaths at the top do actually care about us and want to make our lives better. Despite nearly all of reality as evidence to the contrary.
That is what's wrong with the other 49%. Part of growing up is learning Santa Claus isn't real despite your parents' insistence - to observe objective reality and make conclusions consistent with that rather than the lies authority figures are feeding you. Those people never grew up.
