It's tricky, because we are supposed to be electing people who we think will represent their districts the best to make their own decisions on issues. Otherwise, we're a direct democracy and not a representative government.

The key here is to use a Pledge as a litmus test that also allows them some independence. Things like not taking lobbyist money could be in there, but nothing too policy specific.

The real solution is to have an engaged voting population and transparency. That should take care of most vetting needs, but we don't have either just yet.
