I found your image but it is on a humor website. It's just a screen shot. I can't find the original article where that rabbi calls for more refugees. He doesn't say anything about refugees in the long article about him, above.
Yes, a facebook page is calling for 5,000 refugees for Iceland, but I see no Jewish presence on it. Icelandic politicians seem to be calling for this. No Jews.
In general Chabad is pretty innocent of lefty politics. They almost always stick with their mission, which is about serving and developing Jewish identity and religiosity. No Marxism over there. I like them, and have never seen any there. They are not doing mission creep. It's just Shabbos, Shabbos, Shabbos. (The Sabbath, very important in Judaism.)
